Gotong Royong Social Management

This dissertation investigates Gotong Royong, a Malaysian practice of mutual help in residential neighbourhoods, as a management model for social welfare care services. It argues that Gotong Royong is more tha a community activity; it provides grounded framework for organizing and managing welfare provision. Inspired by Malaysian`s collective response to monsoon floods, the study asks whether the three Gotong Royong phases-preparation, coping, evaluation - can be adapted by broader welfare management. Using interviews , case studies and literature analysis , the research identifies four management functions in Gotong Royong: planning, organizing, leading and evaluating. From these findings the Gotong Royong Management Model (GRMM) is formulated, emphasizing cooperation, shared responsibility, collective decision making and community participation. Compared with esxtablished framework, the GRMM offers a collaborative, participatory and context specific approach. The dissertation concludes the the GRMM is a practical, sustainable and appropriate structure for improving coordination, organization and delivery of welfare services. It contributes to management theory and social work practice by showing how the indigenous values can strengthening service delivery, foster inclusion and build a more resilient Malaysian society.
